The Valsoran International Police (VALPOL) is the enforcement branch of the International Court of Justice (ICJ). VALPOL investigates and enforces all laws passed by the International Court of Justice and its member nations. Officers of VALPOL are selected by the appropriate body within their nation of citizenship and have jurisdiction solely in their nation of citizenship. VALPOL Officers work with other VALPOL Officers located in different nations to investigate, track, and affect arrests for violations of International Law.

VALPOL Officers from different nations can go into other nations if;

  1. They are part of an International Task Force.
  2. Their assistance has been requested by the other nation's VALPOL Office.
  3. Their presence has been agreed upon by the other nation's VALPOL Office.

Valsoran Crime Information Center

Valsoran Crime Information Center (VCIC)

The Valsoran Crime Information Center is a tool used by the Valsoran International Police to share Law Enforcement Information and Track Internationally Wanted Fugitives across jurisdictional boundaries. The Crime Information Center is an online repository for all Law Enforcement Information that holds investigative value which includes; memos from other nations, warrants from other nations, stolen items from other nations, and much more information relating to VALPOL's ability to fight crime across national boundaries.

The Valsoran Crime Information Center uses a messenger tool called the Valsoran Law Enforcement Telecommunications System (VLETS) which allows anyone with a VCIC Terminal to message another VCIC Terminal in real-time. It also facilitates the sending of requests from one VALPOL Terminal to another.

VALPOL Founding Charter

Valsoran International Police (VALPOL)

The following resolution is proposed by the Representatives from Volinovia, in order to organize an enforcement branch of the International Court of Justice. Being mindful of the sovereignty of the nation-states that make up of this body, the following is proposed.

1. The Law Enforcement Agency, the Valsoran International Police, is founded.

2. The Valsoran International Police will be staffed by Police Officers from many different nations who will work across National Borders to enforce international law and assist with the enforcement of International Court of Justice rulings.

3. Officers will be appointed by their respective nation and will have jurisdiction in their nation only, these Officers who have been appointed will work together to establish jurisdiction in multiple nations.

4. Nations within the ICJ may run for the position of “Chief” of the Valsoran International Police. This position will oversee the operations of the International Police and provide oversight to their actions.

5. The Valsoran International Police will only have jurisdiction in nations which establish them, or in situations where requested by other nations.

6. The Valsoran International Police are given full powers of search, seizure, and detainment as provided by the nation they have jurisdiction within.

7. The Valsoran International Police have the authority to track and apprehend wanted individuals with a signed warrant from a Judge of the International Court of Justice.

8. The VCIC is founded, and the VCIC (Valsoran Crime Information Center) will be used to communicate between law enforcement agencies in different nations to ensure proper compliance with International Law Enforcement Practices and to facilitate investigations across national jurisdictions.

9. Nations that allow the Valsoran International Police jurisdiction within their borders will be signatories of the Valsoran International Police ACT which will establish extradition amongst all the signatories.

10. Signatory nations will establish their own Crime Information Center to facilitate communication with the VCIC.

11. Signatory nations agree to the authority of International Officers.

11.5 International Officers can be appointed by the Foreign Minister or any selective body that a nation decides is appropriate. These officers will be given jurisdiction within the nation they’re citizens of. For example, Volinovia’s Officers will only have jurisdiction within Volinovia, and signatory nations, after selecting their Officers will work within their borders to track and apprehend wanted fugitives.

12. The VALPOL will act as a reactionary agency. VALPOL officers will not be granted permission to patrol and enforce the domestic laws of the nation they are appointed to unless the officers also hold the position of Police Officer of any local Jurisdiction within their nation.

13. Signatory nations may submit a formal request for assistance. This request will invite VOLPOL Officers from other nations to assist them in investigations. Upon receiving this request for assistance, VALPOL Officers selected to be sent by the recipient nation will be given jurisdiction in the requesting nation.

14. There will be no articles, or laws adopted within signatory nations which would hinder the ability of International Police Officers to conduct investigations.
