A Watch is the next highest warning level, a Watch is usually issued when the elements that create severe weather are coming together and severe weather is becoming possible, either by storm genesis or other meteorological events that could create an elevated risk for the severe weather warned about.
A Warning means that the warned severe weather event is happening, or is imminent. A Warning is usually issued as soon as forecasters are able to determine with certainty, or near certainty that the warned weather event will be happening soon, or has already began happening. A Warning is not a guarantee that the severe weather event will happen, it is only a warning that forecasters have noticed that all elements required for the severe weather event are present and it could happen at any time.
